Thomas M. Orbos is a seasoned public administrator and business
executive with extensive experience in transportation, infrastructure,
governance, and public policy. In 2026, he was appointed as Acting
Member of the Board of Directors of the Philippine Mining
Development Corporation.

He previously served as Undersecretary for Road Transport and
Infrastructure of the Department of Transportation and as Officer-in-
Charge and Chairman of the Metropolitan Manila Development
Authority, where he played an important role in transportation
planning and urban infrastructure management. He also worked with
the Office of the President and international organizations on
governance and sustainable transport initiatives.

Mr. Orbos earned his degree from Ateneo de Manila University and
later completed his Master’s Degree in Policy Leadership at
Georgetown University. His background in public service, policy
development, and strategic management continues to support his
contributions in both government and private sector leadership.
