Atty. Victor Paul E. Mallillin is a lawyer and corporate executive with extensive experience in regulatory compliance, labor and employment, government relations, and corporate law. In 2026, he was appointed as a Member of the Board of Directors of the Philippine Mining Development Corporation.

Atty. Mallillin earned his Bachelor of Arts degree in Political Science and Juris Doctor from the Ateneo de Manila University. He was admitted to the Philippine Bar in 2012 and began his legal career in private practice before taking on various corporate, regulatory, and government roles.

Over the years, he built a diverse professional background in the private and public sectors. He held various positions at JPMorgan Chase Bank N.A. – Philippine Global Service Center, where his work included employee relations, investigations, licensing, regulatory compliance, and government relations. He also served in the Judicial and Bar Council of the Supreme Court. He later joined the Philippine Amusement and Gaming Corporation (PAGCOR), where he served as Senior Vice President and Special Assitant to the President under the Office of the President and Chief Operating Officer and as a member of its Executive Committee.

Atty. Mallillin is also a Senior Partner at Gruba Guzman Law, where he heads the firm’s Regulatory Compliance and Labor and Employment practice groups. His broad experience in law, corporate governance, regulatory affairs, and public service provides valuable perspective in supporting PMDC’s mandate and the responsible development of the country’s mineral resources.
