Community Development & Inclusion

The Philippine Mining Development Corporation (PMDC) implements its community initiatives through its Corporate Social Responsibility (CSR) Framework – HERO:

Health • Education • Rural Infrastructure • Opportunities to Earn

These programs are carried out within PMDC’s active tenements, including the Diwalwal Mineral Reservation Area (DMRA), Rogongon Copper-Gold Project, and CDO–Opol Gold Project, with the objective of addressing the health, education, environmental, and socio-economic needs of host communities

All activities are implemented in coordination with relevant stakeholders and aligned with PMDC’s mandate to support progressive and resilient communities through responsible mining.

H – Health  |  Provision of Basic Health Services and Community Support

PMDC implements health-related programs to support the delivery of basic medical services and community welfare, particularly in areas with limited access to healthcare.

Key Activities:

  • Medical and dental mission in Barangays Tuburan and Pigsag-an, Cagayan de Oro:

    • Consultations, tooth extractions, circumcision, and medicine distribution

    • 1,251 beneficiaries served

  • Monthly food subsidy support to Barangay Health Workers, PNP personnel, and AFP units in Mt. Diwata and Upper Ulip

    • 344 beneficiaries

  • Mabatas Complex Water System:

    • Continuous provision of potable water

    • 420 beneficiaries served

Impact:

  • Provides direct access to basic medical and dental services during outreach activities

  • Supports delivery of essential services through coordination with local health and security personnel

  • Ensures continued access to potable water in serviced areas

  • Activity records and beneficiary data serve as inputs for reviewing service coverage and planning future health-related activities and support

E – Education  |  Support to Schools and Community Awareness Activities

PMDC supports education through school assistance and awareness campaigns within host communities.

Key Activities:

  • Participation in Brigada Eskwela:

    • Provision of materials for school repair and maintenance

    • 1,922 beneficiaries across four schools

  • Support to pilot testing of Dynamic Learning Program (DLP):

    • 266 beneficiaries

  • Educational Awareness Campaign on Responsible Mining:

    • Conducted in schools within project areas

    • 607 student beneficiaries

  • Responsible mining awareness campaigns in high schools across host communities in Northern Mindanao

    • Integration of topics such as environmental protection, responsible mining practices, Gender sensitivity and development

    • Distribution of IEC materials and interactive learning sessions

Impact:

  • Provides material support to schools for maintenance and learning activities

  • Delivers structured information on mining, environment, and PMDC programs

  • Supports direct engagement with students and teachers through discussions and Q&A sessions

  • Serves as a platform to:

    • Explain PMDC’s mandate and operations

    • Present project-related information, including responsible mining practices

Students participate in an IEC session on responsible mining, environmental protection, and PMDC programs

Interactive discussions allow students to ask questions and engage with PMDC personnel on mining and environmental topics.

PMDC supports school communities through Brigada Eskwela and education-related initiatives.

R – Rural Infrastructure  |  Support for Community Utilities and Facilities

PMDC supports community infrastructure through operational systems and service-related facilities within project areas.

Key Activities:

  • Operation and maintenance of the Mabatas Complex Water System, serving households, schools, and institutional users

Impact:

  • Provides continuous water supply to communities and institutional users within the service area

  • Supports basic community and operational needs, including schools and security units

  • Ensures system functionality through regular monitoring by technical and community relations personnel

The Mabatas Complex Water System provides continuous potable water to households, schools, and community members.

O – Opportunities to Earn  |  Livelihood Skills Training and Community Organization

PMDC implements livelihood programs that provide skills development and initial organizational support to community members.

Key Activities:

  • Dressmaking and bead-making training in Barangay Rogongon:

    • 55 participants (primarily IP women)

  • Training components included:

    • Basic sewing and beadwork skills

    • Organizational development (leadership structure, roles, and responsibilities)

    • Election of officers and formulation of group Vision, Mission, and Goals

  • Turnover of tools, materials, and equipment upon completion

Impact:

  • Provides participants with basic livelihood skills and tools for use after training

  • Supports initial formation of organized community groups

  • Establishes a basis for monitoring participation and outputs and Identifying possible follow-up training or support

Participants undergo dressmaking and bead-making training as part of PMDC’s livelihood program in Barangay Rogongon.

Community Engagement & Project Coordination  |  Structured Engagement with Host Communities

PMDC conducts community engagement activities in coordination with the National Commission on Indigenous Peoples (NCIP), Local Government Units (LGUs), and community leaders and organizations

Key Activities:

  • Community assemblies under the FPIC process for the CDO–Opol Gold Project

  • Presentation of project background, Exploration and Environmental work program, operational processes

  • Open forums to discuss concerns and document community positions

Impact:

  • Provides timely information on project activities and processes

  • Serves as a platform for community questions, feedback, and documentation of positions

  • Supports transparent and participatory project development in accordance with required processes

Community assemblies are conducted as part of the FPIC process to present project information and gather feedback.
