Public Service Continuity Planning Workshop Completed Across PMDC Offices

DAVAO CITY – The Philippine Mining Development Corporation (PMDC) enhanced its organizational preparedness and disaster resilience through the conduct of a four-day Public Service Continuity Planning (PSCP) Workshop from September 29 to October 2, 2025, at the PMDC Davao Regional Office, with selected participants from the PMDC Head Office joining via Zoom.

The workshop was attended by twenty-five (25) PMDC Davao and Depot personnel, together with Head Office representatives, and aimed to equip employees—particularly the designated Continuity Core Team (CCT)—with the knowledge and practical tools needed to develop PMDC’s Public Service Continuity Plan, in accordance with the PSCP Guidebook (2nd Edition) of the Office of Civil Defense (OCD).

Public Service Continuity Planning is a government-specific framework that enables agencies to sustain the delivery of essential public services before, during, and after disruptions such as natural hazards, cyber incidents, and critical infrastructure failures. Through PSCP, agencies identify mission-essential functions, define leadership succession, establish recovery strategies, and strengthen coordination and communication mechanisms necessary for swift operational recovery.

Throughout the workshop, participants were guided through the eight foundational PSCP modules, covering continuity program initiation, risk assessment and impact analysis, identification and prioritization of Mission Essential Functions (MEFs), development of continuity strategies, and formulation of key components of the Public Service Continuity Plan.

Early sessions focused on organizing the Continuity Core Team, defining roles and responsibilities, and drafting a PSCP Policy Statement aligned with PMDC’s mandate. Participants then identified priority hazards—such as earthquakes, system failures, and power outages—and determined the functions that must continue or be immediately restored following a disruption. These included Project Monitoring for PMDC Davao, as well as Inter-agency and Stakeholder Communication and Intraorganizational Coordination and Decision-Making for the Office of the President and Chief Executive Officer.

The workshop also resulted in the development of key continuity mechanisms, including Recovery Time Objectives (RTOs), continuity strategies, an Order of Succession, an Emergency Call Tree System, and activation and deactivation procedures for the PSCP. The final day focused on exercising, testing, and sustaining the continuity program, culminating in a PSCP Exercise and Testing Plan and a consolidated Action Plan outlining the next steps for plan completion and implementation. By the end of the activity, participants successfully produced all nine (9) required initial PSCP deliverables, which collectively account for approximately 80 percent of the initial PSCP draft for each office, as validated by Office of the Civil Defense Region XI.

The workshop was facilitated by Ms. Eliza V. Tabino and Mr. Louie Carlo R. Paquit of OCD Region XI, with support from Mr. Lyndon Ancajas of the Davao City Disaster Risk Reduction and Management Office and Mr. Edgar Melo of DILG Region XI.

As of December 12, 2025, PMDC’s Public Service Continuity Plan has been approved by the Board of Directors following its review by OCD Region XI and subsequent presentations to Management and the President and Chief Executive Officer. The approved PSCP will be disseminated to PMDC Davao employees, further strengthening the Corporation’s commitment to preparedness, resilience, and uninterrupted public service delivery.
